Does the galaxy watch have to have it's own line of service? Can it not work using bluetooth like a fitbit? With no monthly bill of its own?

It can work as a connective Fitbit device. However, if you want to leave your Smartphone behind, you will need to activate it on a wireless line. With LTE connectivity, your Galaxy Watch Active2 keeps you connected regardless of how far you are from your phone. You can even make a quick purchase with Samsung Pay, accepted at most standard checkouts. Does this information address your concerns?
