I can't remember if this started with the latest update from Google+ or with the JB update, but every time I take a picture or download a picture into my phone gallery, it automatically gets uploaded into the pictures section of Google+. I have tried everything, including unchecking all my sync options on the phone and in the Google+ app to no avail. Any suggestions would be really appreciated

You have "Instant Upload" turned on. Open Google+, tap left menut button, tap "settings" turn off instant upload

Do you have an app that syncs with Picasa? Same storage as Google+, different interface.
PS: Also try going to Settings, Application Manager, All, Google+ and clearing cache and data. Then go to Google+ and turn off uploads again.

I just did, but as soon as I opened the app, the first thing it did was pull the pictures from my gallery.

I saw this on another forum; I hesitate to do the 'clear data' suggestions sometimes, but if you aren't uploading anything else, it may be worth a try:
Settings -> Manage Applications -> All -> My Uploads, then Force Stop and Clear Data
