New phone will not connect to content filter

My Galaxy 22 will not
connect to the companion app
on my family base. I have a galaxy s21 and when I purchased the 22 it will not allow me to connect the content filters. When I attempt to connect the galaxy 22 the option are ghosted out. So I attempt to send the link to the 22 phone but it never receives the text message with the link. Everytime we upgrade it's a problem with family base.
