Phone Locked eventhough Verizon sez it's not

I am paid off, transferred to a different carrier yet I cant activate due to Verizon Lock.  Everything is set and get an error Unable to transfer to a different network at this time.

I see there were multiple posts here and got resolved only by filing a complaint with FCC.

Any suggestions before I do that?

Never buy a carrier phone going forward is the best advice.

Devices purchased from Verizon are locked for 60 days after purchase, and devices purchased from our retail partners are locked for 60 days after activation. We want to help figure this out, so you can continue enjoying your device.
