I have been told that Verizon no longer charges to extra to use your phone as a wiFi hotspot. Is that the case?

On Share Everything plans it's included. If you're on the old plans it's still $20 extra but 3rd party tethering apps can now be downloaded from the Google Play store.
The 4G unlimited smartphone data plan has a different price for the mobile hotspot feature. It is $30 per month.
What you posted is for 3G only smartphones or the tiered data plans add-on price.
