how do I remove the background restrictions on my Galaxy S 5?

I cannot download some of my apps for the Google store because I am getting that message.  It just started today because I had previously had no problem

Check the Data Usage area of the phone's settings.

sorry, i looked & can't find it but someplace is a check box to accept non approved google apps.

Allowing non-Play Store apps isn't the same thing as background data being disabled.  And you do not want to allow your phone to install apps from places other than the Play Store unless you're 100% confident there are no issues with the apps (like maybe from the Amazon app store).

Have you enabled your Power Saving?  That likely would have blocked background data.  You should be able to enable Background Data via your Power Saving mode in your Settings.

Using the power saving feature

Power saving mode

Save battery power by limiting the device’s functions.

On the Apps screen, tap Settings → Power saving → Power saving mode, and then drag

the Power saving mode switch to the right. Alternatively, open the quick setting panel and

tap Power saving to activate it.

Select from the following options:

• Block background data: Prevent apps that are running in the background from using a

mobile data connection.

• Restrict performance: Limit various options, such as turning off the Recent apps and

Back buttons’ backlight.

• Greyscale mode: Display colours on the screen as grey tones.

Ultra power saving mode

Use this mode to extend the device’s battery power. In ultra power saving mode the device

performs the following:

• Displays colours on the screen as grey tones.

• Limits access to default apps and to various other apps that can be selected from a list.

• Deactivates the mobile data connection when the screen turns off.

• Deactivates the Wi-Fi and Bluetooth features.
