I too would like to know how to play DVDs on my VCR. 
You will need to first transfer the file to your computer. This can be accomplished using Bluetooth or the USB cable that came with the phone.
To connect via Bluetooth:
1. Make sure your computer has Bluetooth capabilities because without it, you will have to connect it via USB
2. Turn both devices' Bluetooth on
3. Set one of these devices to visible (on your phone, this is done by going into Settings \ Wireless & networks \ Bluetooth settings and checking Visible
4. Use your other device to scan for available Bluetooth devices (if using your computer, you should find something called SCH-I500)
5. Proceed to pair these devices
6. After pairing, then you will want to find your photo/video that you want to transfer using Gallery (and selecting Camera)
7. Check what you want to transfer (by long pressing the images until a green check appears), then tap Share \ Bluetooth
8. When your phone switches screens to ask you what device to scan to, select your computer (whatever the name is)
9. Your computer will likely ask you if it's okay to accept some file being sent to you via Bluetooth, you'll want to select the option to accept
10. After the file completely transfers, go to My Documents \ Bluetooth to find the file
To connect via USB:
1. Connect your phone to your computer using your USB to microUSB cable
2. Connect your phone as a mass storage device
3. Download the Atlas software
4. Touch and hold the top (gray) area of your phone where notifications are until something drops down...pull this down
5. When your notifications drop down, touch the USB icon (it's the thing that has three prongs on one side and one on the other)
6. Press Mount when the pop-up menu comes up on your phone (this will connect your phone to your computer)
7. When a pop-up menu appears on your computer saying Removable Disk (and some drive letter), select Open folder to view files
8. Now, you'll need to find your file. If it's a photo/video, it will be located (if it's your photo/video) in DCIM \ Camera
9. Find the file you want and copy it to your computer.
Now, once it's transferred to your computer, you're ready for the next step, burning it to a DVD (as a *.vob file). Unfortunately, the steps for this part depend on what you're going to be using to burn your DVD. But you will need to follow the procedures to burn a DVD video disc (not a data disc). If you have a DVD burner, chances are your computer or burner came with software (e.g., my computer came with Roxio). If your DVD player can play MP4 files, then you can save it from your computer as a data disc.
If you really want to take this and then transfer it to a VHS to play on your VCR, you will need a DVD to VCR converter or you will need to play your DVD on your DVD player and record through your VHS. Again, based on your set-up, the steps will vary, but you will need to make sure that your VCR and DVD are linked in some manner and that you have it set up to play through your VCR to your TV. While you're playing the DVD, make sure that whatever input is being used is set as the active input and hit record.

IF, however, your TV has a USB jack, you can bypass all of this by just hooking up your phone to your TV, and making sure that your phone is mounted. The steps to mount are the same as steps 4 through 6 on the part about connecting via USB with the computer. Then you'll need to make sure that you've set your active input to the USB.
If any of your devices connected to the TV have Bluetooth capabilities and can connect to Bluetooth devices, then you should try to link your phone to that device to play it on your TV.

As you can see, there are a lot of different steps involved, so unless it's really worth it to you to make DVDs, there may be better or easier ways to watch them on your TV (e.g., the direct link method, if your TV has a USB port, or bluetooth). There are other methods, such as buying cables to link your computer to your TV. So, you have many options.
IF you decide on a method to view the files through your computer, you will need to ensure that the MP4 file actually plays. For some reason, the file is more likely to play on a computer if you change the extension to 3GP.
To do this (and you only need to do this if you're planning to view the files via the computer and they won't play on the computer),
1. On your computer, go into the menu of an open folder under Tools \ Folder Options.... There you will need to select the View tab, and uncheck the Hide extensions of known file types and click OK
2. Then you can click on your file's name and when it highlights, change the extension from .mp4 to 3gp
I would recommend undoing Step 1 of this if you don't plan to change a lot of extensions.

Thanks for the steps! Please excuse the typo... No, I'm not trying to play a DVD in a VCR... Just wanted to know how to transfer the mp4 file to dvd to play in the dvd player.
No problem in transfering the video to the cp, plays just fine with quicktime.
btw - What is the Atlas software that you mentioned?

In hindsight, that Atlas software may not be necessary. My computer keeps asking me to install that each time I connect my phone to the computer, so I thought it was required. I don't know if it necessarily is. It explains that it's an application that helps with the connection between the phone and the PC. Honesly, can't say that the software does anything.
As mentioned previously, the steps to actually creating a DVD from that file would vary based on the software you use. But the basic steps are to open your burning software and save the file to the disc as a video disc and not a data disc unless your DVD player is one that can play MP4.
If you need software to burn DVDs, here are some free options. CNET has a downloads site where you can find a lot of software.
