Verizon says you'll have to use Family Base if you want to control the data on/off function.

Also try disabling Smart switch under wifi settings to prevent lollipop from using data instead of wifi Whenever it chooses.

What I do is turn on my and off my mobile data when I do not want to use it and I never have it on when I am not going to be using it. I mean if I get a voicemail or mms that needs mobile data my phone will let me know. But if I disable it and it stays on or turns itself back on that has only happened once and I restarted the phone and worked just fine. I think that is just a glitch that will be fixed in next update.

Not seeing a smart switch option under WiFi, can you elaborate? I thought this was a question during setup, (use strongest data connection? yes/no) but don't see it in the phone to disable.

shamen74,
The Smart network switch is found under the Advanced options.
Open Settings
Touch Wi-Fi
Touch the 3 dots at the top (next to the Wi-Fi on/off switch)
Choose Advanced
Look for Smart network switch
If it is checked then your phone will switch between Wi-Fi and mobile data to maintain a stable internet connection

Thank you, i found it, and was set to off. Maybe the phone is not taking that setting to heart... having caught it using 4g at home to stream video. Appreciate your reply... helpful forum!
