I am on a different carrier but bought a VZW Note 3. Seller said it was unlocked.
calls, sms, mms and internet works fine after entering new carrier settings but things like Android update and wifi hotspot aren't working.
Can you help?

It is true that we sell our devices unlocked, however, a device that works on one carrier’s network may not be technologically compatible with another carrier’s network. “Unlocking” a device refers only to disabling software that would prevent a consumer from attempting to activate a device designed for one carrier’s network on another carrier’s network, even if that network is technologically compatible.
Since the device is not active on our network, we would not be able to troubleshoot it.

UUpdates on carrier branded phones happen when the phone is using the carrier sim and connects to their network. You can go to Best Buy and have them update the phone for you.
Hotspot is a carrier feature, not a phone feature. I have found that prepaid plans may not support tethering with a non carrier branded phone. iPhone seems to be the exception.
