Cannot Send Text Message since 4.3 Update

I cannot send text message since 4.3 update on my Galaxy Note 2.  I can receive text messages fine but whenever I send a text message I get this message:  "Message Failed. Would you like to retry?"

This was working fine literally moments before I did the 4.3 update.  Any suggestions on how to fix this?

same here and Verizon cant help me or Samsung, i have to turn airplane mode on and off to send a text
