My phone quit working. It beeps, but will not respond to touch or shut off.

My phone, a Samsung Note 3 will not respond.  It is fully charged, and beeps, but will not turn off or respond to touch.  What do I do?

Usually removing the battery and re-inserting it and turning it on will help.
