Wasn't the offer for the recall to receive a new free device? According to the receipt, I will be charged $36 dollars per month for this new phone.

No, the recall offer is not getting a new free device.  You will get back the money you spent on the Note 7.

What was your previous Note7 status?  Was it paid in full? Or it's being paid monthly?

That's a new one.  No one was offered a free device.
