Why Can't My Note 4 Download Pictures To my PC?

When trying to download pics I get a message there's nothing there, when I can see the photo's. I followed the SM-N90V > Card >

but it states "this folder is empty". When I go into my computer's photo gallery and try to import it says there's no photos or videos found on this device, but I have hundreds on my phone. Please advise, I've run out of space!  Thank you!

When you pull down the notification shade and tap where it says USB Charging, change it to File Transfer rather than Photo Transfer and see if that makes a difference.

Did you swipe down the phone's notification shade and change the USB connection type from charging only to File Transfer?

That sounds like a message you get on the PC and not the phone. The default USB connection mode is charging only. You have to manually change it on the phone itself so it knows you want to access the phone contents on the computer.

Great, how do you do that?  I pull down the top bar and click on "photo Transfer" but I receive the error message perviously mentioned.
