Why arent both Note7s reset to previous upgrade elligibilty?

We hav two phones on our acct. Had always been eligible for upgrade together. Now we want to return our Note7s but only one phone has been reset to be eligible for the upgrade. Now what's up! This whole thing has been nothing but a nightmare. We planned on going tonight to exchange and now another Verizon hurdle to jump over. Any help???
