When trying to sending or forwarding an email, get an "email Failed" message. The email does not get sent.

Have you tried both WiFi and the cellular data connection?

remove & recreate the account using the auto setup!!

not too long ago cox sent out info that for security issues both pop3/imap/smtp servers required secure server settings!!
if you don't change, no email access!!

We understand how important your email is to you. Let's get this working. What model phone are you using? When you removed your account from your device and set up the email again were you asked for server settings? Did COX provide you any additional set up or server settings?
