When people call me and i miss the call, they get a message that i am not accepting phone calls at this time. (i have samsung galaxy note 4). i have checked and "Do not disturb" mode is off. how can i get rid of this and get it back to normal voicemail message?
Is your voicemail setup to allow a person to leave a message?

Mandros0724, we want to ensure everyone in contact with you can leave a voicemail when you're unable to answer the call. We're here to help. Since the Do Not Disturb is not set, please try a reset of your settings under Apps>Settings>Backup and reset>Reset Network Settings>Reset Settings. Once completed, retest and let us know if your issue is resolved.
