virus locking all actions

a virus is locking all action on my phone expcept for power off or restart. every time I restart, I can process functions for about 30 seconds until the lock screen comes on claiming I have child porn on my phone demanding a $300 fine complete with a picture of OBAMA.

HELP???? I need my phone. it has my whole life on it. I know there is a way to wipe  my phone and reset it remotely  to factory default but I have Important photos on it

}S... please note...child porn does not float my boat. I followed links from a search trying to figure out wtf Eiffel towering is???  not my brightest moment.

alicoobasta, oh my. This is very alarming. I want to ensure we can reset your device. I know you mentioned not wanting to lose your photos. Have you tried operating your phone in Safe Mode to see if the phone will load normally: http://vz.to/1aycsiZ If you are able to use your phone in Safe Mode, you can save your information by moving it to a SD card. A) Go to only trusted sites

B) use anti-virus

C) back up your important pics and files often. with free cloud storage abundant really no excuse to ever have to say "I lost all my pics"
