I have zero reception without connecting to the Internet at my house. Even with that, people tell me I'm breaking up, cutting in and out, can't understand what I say or get echoing of voices. What is up with this phone? And how can it be fixed?
How long have you been having the problem? Is it only happening at your house, and if so, are other Verizon phones having the same problem there?
Without knowing any of that, the only things I can really suggest are "Reset Network Settings" from the Backup & Reset menu, or, if you have Wi-Fi, you could try switching to Wi-Fi Calling from the Advanced Calling option in Settings.
