Call filter behavior when making a 911 call

I am the Technology Director for a PSAP and received a question from a Verizon customer using a Samsung 8+ to place a 911 call.  She advised that when she placed the 911 call, a notification appeared stating that all of the blocked calls in her list would be "unblocked for the next two hours".  After several days, she is still receiving calls from numbers in her blocked call list.

Is this a known behavior?

Bobeiii, we want all of our customers to have the options they need to stop unwanted calls. Typically, if the blocked contacts and numbers are still able to call after the 2 hours has passed, then the app may need to be reset on the phone.
