Thanks for help. and I realize that. But since the update, my WiFi hasn't been working like before. My data has increased from less than 2GB to ~4GB. I've nothing differently. I am on WiFi all day long, with the small exception of being in the car. I've not added any new apps, in fact I've removed most of them. SYNC is off, back up is off unless I'm plugged in and on WiFi. MY whole issue is that I shouldn't have to fix anything when it worked before, updates are suppose to make things better, not take a perfectly working device and give it a whole bunch of issues! My phone is not usable when nothing can sync. I can't get emails on time. I run a business and I'm a full time college student. My phone is important to me, I need it. Just like everyone else.

One suggestion I'd make is to change Keep Wi-Fi on During Sleep to Always.  Otherwise, whenever the phone goes to sleep, it will switch from wi-fi to data.

I thought that too, but I have all my apps (the ones I can) only set to run on WiFi. Plus I usually put it in Ultra Saving Mode at bed time.

No one is going to argue the point you are trying to make. People shouldn't have to do an FDR, or learn about new switches and features of a new OS, or be forced to take a new OTA that doesn't bring their phone benefit.

However, the "shouldn't" doesn't apply with Android. It doesn't. If you've been on Android long enough, and it doesn't matter the phone, you're likely to be greatly inconvenienced getting back to a device state that is easy to use and works like the way it did before the update eventually. I've had a number of phones and in maybe 30 or 40% of updates, an FDR wasn't required.

That's the sad reality. It's worse I know when you've done the FDR, and your device still mis-behaves. In this case, it looks like neither Samsung nor VZW did sufficient regression testing. And it looks like you've jumped through most every hoop to try to identify what remains at root cause.

Your battery consumption appears crazy, but you say you are always on WiFi. From that statement, it's going to be problematic for most anyone to provide help to you. However, please try what I mentioned with respect to going into Mobile Data, selecting the Menu, choosing "Show WiFi Data". Capture a screen shot, and then a few days from now, capture another. But do so for both radios (Cellular and WiFi). Maybe, maybe something will stand out.

Granted, your problem might not be the radio bandwidth, although your consumption is up higher than it was before (that I would assume is your Cellular data). Some program is using it...

Have you gone to settings Data Usage and looked to see what apps are using the most data?  You can even pull in the vertical lines to narrow the range and it will update the apps accordingly.  You can also click on the apps there and restrict their ability to access cellular data.  This restriction is at a higher level in the operating system thus if a program isn't adhering to the wi-fi option or doesn't have the wi-fi only option you can override it here.

My battery drains 10% per hour while its just sitting there.
Have done two factory resets and keep background data turned off.
