The Verizon website is saying that my Dad's phone has used twice as much data as what his phone is saying for the same time period? How do I correct Verizon?

Is the phone actually set to match your cycle and not the first of the month to the end?

Yes

And yesterday I downloaded the usage from the Verizon website and the usage matches the phone but the website says he's used more than double what he has actually used.
