Did you try and remove the battery and Sim card for a minute and then reinstall them?

It's possible that it is a network issue that is temporary. Can anyone else call out or receive calls in, is this only when attempting to call one number?

How old is the phone?
You may want to start a chat with a Verizon rep so they can instruct you on what the error code means; seems like a new problem.

Did any new apps get installed before the problem started?

Try this easy idea first. It might help IF the issue is app related, however, I don't think it is. This WILL NOT erase any files or photos, music, etc... this will only clear out old cached info from apps so that they can correctly default.
Turn off phone
Remove the battery and reinsert.
Hold down the Home and Volume Up keys
Press and hold the Power button while still holding the other keys.
As soon as you see the Samsung logo, release all keys/buttons.
Press on the Volume Down to scroll down to Wipe Cache Partition.
Press the Power button to select it.
Press the Volume down button to highlight "Yes" and press the Power Button to select it.
Wait for a few minutes for the phone to clear the data.
Then press the Power button to select reboot system now.
Wait for your phone to reboot.
