ETA on 4.3 update for S4 Mini?

From all my reading the rollout of 4.3 to the S4 Mini that was supposed to happen in December never did.

Does anyone know when we might expect to get this update?

Conversely, is there anyone who did in fact get their S4 Mini properly updated to 4.3?

Android OS 4.3 (JB) came out 7/24/13. That's over 7 months now. At this point i would be saying forget 4.3. I'd be demanding the 4.4 (KitKat) update for my phone.
