I had this same problem with my brand new Samsung S23 Ultra - all my chrome sync settings were on, everything was available (autofill, passwords, browsing history, etc.) except bookmarks. I tried toggling the sync settings, signing out of chrome, uninstalling chrome, updating chrome, restarting my phone, etc. and nothing worked. Then I thought that maybe the Samsung Account was interfering with the Chrome Account and maybe the location features were confused (like when you change the destination of a primary Windows folder and it pops back or how certain apps like the snipping tool cease to function if the save destination becomes unavailable) so I tried actually saving a random NEW bookmark onto the samsung phone from the chrome browser and low-and-behold, I was able to see from editing the parent folder destination that the full directory of bookmarks was there from my synced settings. After saving the bookmark, I re-navigated to the bookmarks setting and all my bookmarks were suddenly there.
That's it. If it's a new phone, simply save a webpage with the device that isn't syncing bookmarks and see if that doesn't solve your problem!
