I took my phone to a Verizon store and they worked with it to no avail.
They called Verizon techs and they said there was no Verizon software
installed on the phone. I had purchased it through an eBay seller. I
contacted the seller and he agreed to take it back. I purchased another
phone (galaxy s5) through the store. Actually wanted the 7 but they were
sold out. Everyone at the store was very helpful. They tried really hard
to solve my problem.

The Galaxy S5 or the Note 5?
Is your cellular data connection turned on and active when when you are attempting to send the picture messages?

Call customer service at 1-800-922-0204 from a landline or another phone and ask them to reset your text message feature from their end and see if that works.

@Mouseyjoe not being able to send pics is no fun. Let's get to the bottom of this. When did this start? Have you tried to restart your device? What happens when you try to send pictures?

MouseyJoe, we want you to use that device to it's full potential. Did you recently migrate from an Apple device to this Samsung phone? Are you having any issues with making/receiving calls? Let’s make sure your mobile/cellular data is working. Turn off your Wi-Fi and try to browse the internet. Next, try to send a picture message. Keep us posted.

Mouseyjoe, I am constantly sending my daughter's pictures to my parents, so I understand the importance of being able to send media texts. Lets figure out why this is happening to you.
Can you receive picture messages? Are the pictures you are trying to send from your current phones camera or pictures you have downloaded from online?

The phone wouldn't send pics or receive any multimedia messages. What
Verizon tech services figured out was that it didn't have Verizon software
on it. Would have to be flashed in order for it to work right. Could not
find any where that could do it so I entered it back to the eBay seller I
had purchased it from. I boudht a galaxy s5 from the Verizon store that
helped me with it. Wanted a galaxy 7 but they were sold out. I had 3
salespersons that tried to help me. They were very nice.
