How about visual voicemail on a pay-per use or one-time app fee basis?

I would like to have visual voicemail occasionally, but I don't get too many voice messages and I don't need it that often. I'm not going to pay $2.99/mo. for something I might use 4-5 times a year...

($36.00 / year is way too much for what is essentially an app)

Which phone model do you have? Most newer phones are eligible for the free basic visual voicemail.

2.99 is less than a soda at a movie theater, that's nothing.

So are you offering to pay it for me?? What a stupid answer. And $40 / year is a lot for an app. What other app do you pay that much for?

That's an older phone model that might not be compatible with the basic visual voicemail option. Plus being on the prepaid plan limits your options further. Visual voicemail is only included for the iPhone on the prepaid plans.
