The Samsung messaging application sends and receives SMS and MMS messages.
The 3rd-party messaging applications that I tried (Hangouts, Google Messenger, Facebook Messenger) can send and receive SMS messages, but cannot send MMS messages.
Why I try to send a MMS message in any 3rd party messaging application I get an error that says, "Not sent. Tap to try again."
I have tried clearing the data and cache for all applications.
I have tried restarting the phone.
I have tried installing and uninstalling the messaging applications.
I have tried disabling all messaging applications except for the 3rd party messaging application I want to use.
I have tried sending MMS messages with WiFi on and off.

MMS messages will only send over wifi through the Verizon Messages+ application. All the other text applications require a 4G or 3G cellular connection.
Were you ever able to send MMS messages on this phone or your previous Verizon phone?
Have you tried replacing the SIM card?
