Why can't Verizon upgrade me at the promotional price of $99 that expired on Sept 1st? This is no way to show gratitude of being a steady customer for 13 years.

Actually its not a Verizon problem. Just because the promo ended before you could get it in no way makes it a Verizon issue.
If you were out of contract at the time of the promotion then you would have been eligible to get it.

Guess you didn't read what I wrote. My contract expired only a few days after the promo ended. I'm sorry, but in this case, it IS Verizon's problem for making it my problem.
