I have had my S4 for a month. The main attraction which convinced me to go with the S4 does not work! I have waited, hoping it was a bug which would be corrected with the latest update...wrong! I have done EVERYTHING I could find online to do! Is this a hardware/factory defect?

Have you registered your device through Samsung's website? They provide warranty service and your phone does qualify due to it being only a month old. They have a 12 month warranty on any device. It's pretty easy to do. Just copy down your IMEI number and register the phone. Then contact their customer support and go from there. Better off getting it fixed than receiving a refurbished, used phone from Verizon.@
