Problems Sending and Recieving Multimedia Messaging

My phone will not download or send picture messages. I have the Galaxy s9+ and have never had this problem. My bill is up to date. I have over 2 GB of data, wifi, and plenty of service. I use the standard messaging app. What's the problem? Help ASAP!

As someone who constantly uses picture messaging myself, I can imagine how stressful this must be.  Let’s go over the details and turn this around ASAP.  When did this first start?  Is your mobile data enabled and working normally (off of Wi-Fi)?  Here are the steps to check:

What specifically happens when you try to send picture messages (error messages, keeps trying to load, etc.)?
