Safe Mode puts your phone in a diagnostic state (returned to default settings) so you can determine if a third-party app is causing your applications to force close. If you don't experience this issue when your device is in safe mode, this is an indication that a third-party application is causing the issue. The next step is to uninstall applications one at a time until the issue stops.
