Unable to order new device

I have been trying to purchase the new Samsung for a week, but when I want to place the order a message says: "there is an upgrade in progress for this line." This is not an upgrade pending. I have called Verizon numerous times to get this fixed before the promotion expires, but no one apparently can fix it even though they keep telling me it will just be a few more hours.
