I have a Galaxy Samsung S4 - I installed a vodaphone sim card in Germany, but I am getting a message "SIM card is not from Verizon". Does my phone need to be unlocked? Should have called Verizon before I left, but am already in Germany. Suggestions?

Hope you're having a nice time in Germany! We do not lock our LTE phones. We'd recommend reaching out to your current carrier for assistance with activating their SIM card.
