Perhaps your connection to WiFi is weak, or there is a considerable amount of traffic on your WiFi network, or your ISP is having issues. Is this sporadically, all the time, always, or recent? Maybe you have more than one app open that accesses data, maybe the quality of images or videos is too high for your network to support smooth loading without buffering.
All the time I just had comcast out yesterday to check the signal and replace the modem with no change.

So, sounds like your router may have issues.
