One of the reasons is Verizon has a lot of bloatware in their customizations, getting these to work with the vendors devices/software is a tedious task (like ensuring the bootloader is locked and trying to PREVENT owners of devices from customizing THEIR devices).
With that said, Verizon also has a very thorough testing process (been involved with integrating services with them in the past) to make sure everything works as designed and to their specs.
I am not aware of how long it takes to test the NSA channel, after all I am sure they need to make sure the government is able to record and track our every move, this must take some time.
I am sure VZW will want to push sales of S5 before upgrading S4 (if S5 has Android 5). Most non tech savvy people just want a phone that works and is stable, if VZW pushed the latest and greatest every time the average user would more than likely be confused and their support lines would be flooded with calls.
But for the rest of us who wanted the latest and greatest we are left in the cold.
This isn't t a worthy reason to me. They have sold new devices with newer versions of Android on board, before pushing that update to older devices. At this point however, there is no new device. S5 isnt publicly available, so there is no point in waiting. If the issue with a new device were in fact a concern, other carriers would not have pushed out the 4.4 KK update already.

I totally agree. Apparently Verizon thinks it's customers are oblivious to this update that it keeps them from having.
They can care less how much we complain.
Actually from what I learned from another website the Galaxy S5 is going to be pre-loaded with KitKat 4.4.2. This is the same Android operating system that the other carriers have upgraded their Galaxy S4's to and this is the same OS that Verizon Galaxy S4 users are waiting on.

Most of us already know and expect the new S5 to come with 4.4.2.
The problem is Verizon not releasing that update for the S4 that every other carrier has already released weeks ago. Or even almost a month ago released to the every other S4 owner on the planet.
Bass upon that notion, we should all buy S5's, and then not complain when we are stuck on 4.4? Not going to happen. Google put forth a rule, that any handset released, must be supported for 18 months after it's release. They should put forth a rule, that all carriers are to implement new software upgrades within 1 month of the handset manufacturer having the software ready for that device.
That isn't going to happen... That would violate open source in on itself, and it isn't up to carriers to put it forward themselves. Another thing... It has been expressed multiple times, and even Google found out that FCC approval takes longer than carrier testing(average of 6 months). They found out the average testing time was 1 month, and that's without them finding any bugs, but if they do then it extends the time because it gets sent back to the manufacturer(carriers doesn't touch ANY CODE what-so-ever).
This is why I said pressure manufacturers, and change how the FCC does their testing, and times would improve. Pressuring the carrier does almost NOTHING because their testing times tend to be the shortest(Google/Sony AOSP project). This is why Google changed how they release code to shorten the time between FCC testing and actual release.
Of course it's easier to blame the carrier because they are the closest and everyone believe they are entitled to something because they sign a 2 year contract for a phone(which the carrier didn't even manufacturer which I can never understand). Europe gets it and they get updates quicker, and their governments are more hands off(Google/Sony AOSP project).
