You don't state where you are in AZ but if you are anywhere close to the Mexico border you may be picking up a Mexican tower and any incoming calls or outgoing calls will be charged at those rates which are not cheap. CA, NM and TX has the same issue with roaming when near the Mexican border areas of the state. I hope it is some other issue for you than that. But that should not keep you from calling or texting but that could be caused by additional options you have set on your phone. Let someone know here what part of the state you are in when this happens.
Definately hard to tell what the coverage is without knowing where you are in AZ. Looking on the map at verizonwireless.com, the northern part of the state shows little coverage unless you are in a major city or travelling on a major interstate.
