I am properly connected to WIFI; apps won't refresh (Instagram, weather widget, etc.). If I disable the WIFI, all is good. What's up? I have plenty of unused data so its not that.

I have had the same problem. I would reboot the router and it seem to clear it up.

Let's get you back to business on the right network, morrishorwitz! Have you tested multiple WiFi networks? Have you recently updated or changed the router settings if using a specific network?
We will get to the bottom of this!
Thank you,

I was able to update the apps later in the day connected to the same WIFI.
The problem also appeared on two other devices (Apple Ipad and phone) also
on my account. So I think the problem was Verizon, frankly. I also noted my
Verizon connection was 3G at times yesterday!!!!

How is it you think the problem is Verizon. The apps WOULDN'T update when connected to your wifi. The apps WOULD update when connected to cellular data. Seems there is NO problem when using Verizon data, only when using your wifi. To me, it sounds as if the problem is your wifi.
