Blacklisted IMEI on a sealed phone

I have just bought from a privat seller a brand new, sealed iPhone 14 Pro Max (Deep Purple - 256GB) - US Reseller Flex Policy. I can provide all details from my side to prove that I have bought it.

The phone was US Reseller Flex Policy and everything seemed good. I even contacted apple care and they told me it is clear and OK.  But when I contacted Apple for factory unlock I was informed that is was blacklisted by Verizon Wireless as Fraudulently Obtained (0026).  I am stuck with this an think that only Verizon can help me with this.  Could you please help me?

How can it be blacklisted before purchase date? According with https://checkcoverage.apple.com/coverage it is all good and covered till August 16 2024. I even contacted them and ask them to check from their side, and they told that there is no issue with my phone.

Please help me with my issue and clear it or suggest what to do in my situation
