Blocked call going to voice mail

Ok, so to stop this from happening I need to fork out an extra $5 a month to Verizon because they partner with third party services for the voice mail component, or $60 a year. I am already paying ~$150 a month, or ~$1,800 a year, for my Verizon plan.
Not my choice to have this third party vendor for my voice mail, which was sold to me as part of the Verizon service, so why do I need to pay for a choice Verizon made and not me? Specifically I have one number that calls every day, twice in a row, both times goes to voice mail and the call immediately hangs up, twice. Then for fun the previous 4 or 5 voice messages that I have deleted pop back up in my voice mail.
Specific number is 786-206-****, so why should I pay $60 a year to not have this number get through? Anybody else seeing this same number?

We want to make sure this is resolved. When did this start? What process did you take to block these calls? ~Geo

Been over a month, not sure exactly when it started as I delete the messages as soon as they come in. Initially when the first call came in let it go to VM then selected the number and choose block this number. Now every since the calls go straight to voice mail.
I have reported the number to the Federal DoNotCall list for all the good that did. I have reported it dozen times now
I have tried to enable the Verizon app that allows 5 blocked numbers but gets as far as provisioning account and "may take up to an hour" but never does setup my account. As I remember this used to be free and worked great but not now that the bean counters have stepped in.
To say I'm a bit miffed would be a bit understated.
