Can the Galaxy S6 make video calls to other smartphones?

Can you make a video phone call from the galaxy s 6 to any other smartphone? Or only other galaxy phones?

Depends on the app you use.  Hangouts can be used to video call any other smartphone with Hangouts, same with most apps that have video calling, but the other phone usually has to have the same app.  On Verizon, you can video call another Verizon user who also has Advanced Calling and video enabled on their Verizon smartphone.  All of these apps will use mobile data and count towards mobile data allotments if used without WiFi.
