Why? Because Samsung and Verizon still cannot come to an agreement on rather the froyo is a feature update or maintenance update. Moreover, anytime their is a feature upgrade, Samsung charges the carrier a fee. While other carriers such as T- Mobile have given in and simply paid the feature fee, Verizon is reluctant to do so. This may come as a surprise to some, but the official Froyo update was ready for release back in October. But due to legal and copyright issues cannot be release on the Verizon network until Samsung and Verizon come to an agreement.

This issue has been whipped like a dead horse ( or in this case android).
