How do you upload an excel .CSV file to a Verizon Galaxy S4 (if it can be done)

To what end use? If you have an "Office" app it will open the file as a spreadsheet - if you want to import a contact list it might be a bit more tricky, and is probably better accomplished through backup assistant. What are you trying to accomplish by uploading the csv file?
Send the file to your email and then download the file from the email to your SD card or other file storage on the device. Or connect the phone via USB and transfer the file that way.

Thank you for your reply. I have 1,00+ contacts in my PC outlook file and I don't want to bring them all over to my Galaxy S4. So i thought I could export the contacts I want into a .CSV file and then somehow upload that into my phone. Guess not. I will try some of your suggestions to see how they work.Any other ideas let me know. Thanks again for your reply.

You can import the CSV file into your Google contacts or manually import them onto the phone after you copy the CSV to the device.
