Global data not working

I have a galaxy s9. I called verizon and the woman assured me my global plan was activated and would work when arriving in Europe. Upon landing it did not. I have read a few forums that simply suggest turning the phone off and back on. This does not work. I cannot call, text, or use internet with the exception of internet use when on wifi. What can i do to fix this. It is extremely frustrating considering I need to use uber to get around.
