What software do I need to download the photo's and videos from my phone to home computer , right now I cannot access the phone when plugged into the computer.

When you plug the phone into your computer swipe the screen down and touch transfer files and that should do it

Before the transfer, you need to change the USB configuration from charging to either MTP or PTP, media or picture transfer protocol.
If they use smart switch it ask the phone for permission and you just have to tap it on the phone when it asks
how do you change that. my cord doesnt let me have that option it only charges. where on the phone do I find the potion to change it.
When I swipe down, I don't have a File Tranfsfer option or anything that changes the USB configuration. I have a Pixel phone.
