How do I unable the "talk back" feature in setting

I enabled the "talk back" settings on my phone thinking that it was something else, but now I can't "unable" the feature.

The screen won't allow me to scroll down to the where I can stop it.  Hekp!!!!

Try swiping down with two fingers.
