How to fix annoying messages

Ever since I updated to the new Android I have these issues:

I keep getting "Your voicemail service has been updated" every 2-3 days and it prompts me to "setup my voicemail", guess what?  My voicemail is 100% ALREADY SETUP!  This bogus message keeps constantly spamming me.  What the heck is going on?

Whenever I click on a web hyperlink in a 3rd party app I always get a "Open with..." prompt, I keep choosing Chrome and check "Always" to never ask me again but it never sticks.  I always keep getting this message to choose an app to open the link with.  This sucks.
