Is the Verizon S9 Plus unlocked once it's paid off?

Hello,

I recently paid off my S9 so I could upgrade to another phone.  I decided to keep my S9 to sell online, but I'm unsure if it's unlocked or not.  I've read online that all new Verizon Samsung phones are unlocked, but most of those posts are a few years old, and some other posts stated that Verizon has started locking them in the last couple years.  Is this true?  Or is my Verizon S9 actually unlocked?

While itโ€™s not โ€œlockedโ€ to our network once you pay off the loan for it, thereโ€™s no guarantee regarding how it will perform on other networks.
