If Verizon's unlock policy is as follows:

Devices that you purchase from Verizon are locked for 60 days after purchase. Devices that you purchase from our retail partners are locked for 60 days after activation. After 60 days, we will automatically remove the lock. Following the 60 day lock period, we do not lock our phones at any time.
However, a device was offered for sale at an attractive price. It was registered on Verizon's network at the time of purchase via eSim. Through the My Verizon app a physical SIM card was ordered and subsequently activated, thus removing the eSim IMEI and provided a different device IMEI that the newly activated physical SIM card was placed into and then deleted the eSim that was previously downloaded on the device.
To my knowledge, if Verizon's unlock policy is that 60 days after purchase the device unlocks automatically, then should that not be the case here? However, I can use a physical SIM card in the device and receive service, yet when attempting to get an eSim issued from my carrier I'm advised that the devices eSim is locked to Verizon. Samsung has also advised the same.
Now here is my question, if the device was on the service for longer than 60 days after purchase, which per the policy, it is to be unlocked 60 days after purchase, service not even required. It was removed from the network and replaced with a physical SIM card and then a different IMEI, how is it that the devices eSim is unable to be activated by a different carrier?
