Need Wi-Fi to Receive Update Notification?

Does Wi-Fi really have to be on to receive the update notification? The statement below is taken from the Verizon Instructions. My understanding is Wi-Fi has to be on only when actually installing the update.

"System Update while You are Roaming

If you are roaming you will not receive a system update notice. To update your device while you are roaming, you will need to be in an area where Wi-Fi is available."

If you are roaming, outside of your coverage area, yes. Wi-Fi would need to be on and connected.

If you are not roaming you do not have to worry about having Wi-Fi on to receive the update. Just be aware that the update is still new, and being released slowly.
