New phone set up

When I try to call 800-922-0204 and set up my phone I can go through all of the set up, but when I get to the part where they try to connect me with a representative and then I hear two tones and then I get an automated message that says the number I am trying to reach cannot be completed. It then says 0313.

have the old phone off, turn on the new phone & you'll enter the activation process.
make sure you have verizon login/password info handy + other logins.
